I know it might be real simple but I just got a mac and i don't really know how to do much with it.

So i have a .toast file, and i want to burn it so when i put it in a computer it will run like the regular cd. I guess its kinda like an .iso file.

Do you have Toast? If so, choose the Image File setting in the Toast Copy window to burn this disc image.

Is the .toast disc image file only usable if one owns Toast?

It depends on what's in the disc image. For instance, I can change a .toast video DVD disc image to .iso and it works fine that way. You can try to change the extension and see what happens.
