It sounds like you've done all the troubleshooting I can think of. Popcorn 2 does work with OS 10.4.9 on my Macs (a G4 and G5). You might try creating a new user account and run Popcorn from it (you'll need to put the VIDEO_TS folder in the Shared folder in the root>Users folder to access it from a different user account).
My guess is there is a glitch in your Mac's OS that is preventing Popcorn from working properly. One thing to try is downloading and applying the OS 10.4.9 combined system updater because that fixes odd issues that sometimes occur during incremental system updates.
Have you tested with a VIDEO_TS that you know worked previously with Popcorn?
