This should be stickied. I remembered the hoops I had to jump through with the EMCRMV file and registry cleaners on a previous installation trying to get this to work when I encountered this problem last night again.
But from this post, I logged in as administrator instead, ran MyDVD9, and the MPEG2 codec activated correctly.
Kudos to bhughes for finding this.
