It isn't the "registry file missing" but "certificate file missing" . The rest of my question remains the same.

Basically a clean install is needed. See this for more info on missing certificate file.

I am having this same problem. Did the clean install thing work for you? I did the "clean install instructions" and that is when the problem started. I have cleaned and installed twice. Any other advice?
