It's hard to say - a lot of things can slow down bootup depending on what they are and when they get loaded. Check for background apps when the boot is finished and see what all is there (RoxWatch and so on can safely be stopped so they don't run up and go TSR, as can Drag to Disc).
On my own machine here what I have noticed is that the Anti Virus when installed almost doubles my boot time (I'm not suggesting getting rid of that, just using it as an example) and also mailwasher, BOINC (I run SETI here) and Spybot (anti-spyware). Each of those has to load at boot and each one slows things down and the result is cumulative
Look for icons on the bottom right in the task bar - perhaps some of them can be disabled. Use control panel, administrative tools, component services to switch them to manual (or even disable them if you aren't going to use them)
Thanks for the info. I will have to mess with it more when I have time next week. I did disable all of the startup items and services and still had the same results, but did not look into what was running when it did finally come back up. AVG was there and checked in the startup items I know, but didn't check to see what else. The only thing that changed from my 10-20 second boot time to 10 minute boot time was the install and uninstall of EMC though.
