When I try to create lables in either lable programs, there is no text in the pop-up screens and no text in the buttons.
I am running XP SP2. The other programs show fine it is only in the Lable Programs.

Make sure that your monitor resolution is above the minimum and that your Windows text setting is set to 96 DPI.
