I cannot get the options in Record settings to be available to me. I am using a USB device to capture VCR input. Please advise. Thanks

We'd need some information before any suggestions can be made. Especially since the area you posted in (Venue & Qflix) has nothing to do with "recording" (capturing) video.
Like, which Roxio product / version # do you have? What USB device is it? Is the USB device connected to a USB2 port on your pc? How is the VCR connected to the USB device? The more info the better.
