Yes activation is separate from registration.
You do not even need to register the software to use it. You only need to register the software once. It is tied to you not the pc.
In the version 9 video line of products, the activation is for the license to use the MPEG2 encoder. It will show up at some point for every installation (not during the installation or even upon first use usually). Even if you went thru the activation process on a pc initially, if you unninstall the software and reinstall it, you'll have to go thru that activation again.
