I have Roxio Creator DE Version 9.0.117 preloaded on my new computer. When it loads I see Easy Media Creator 9 loading. Does this program have Sound Editor? If so, I'm unable to determine how to access it? If not, what would someone suggest as the most economical choice for obtaining Sound Editor? I need to be able to splice some audio tracks together into one audio track and assume I need Sound Editor to do this? I might add that my Creator version also has Roxio Creator Tools Version .3.3.0 included.
Any help provided would be greatly appreciated.

Nope. OEM versions are normally super cut down versions and will have only basic functions. Unless you choose to upgrade to Creator 2010 for audio as well as other enhanced functions, you can give this one a try.

Instead of looking for the "sound editor" program on the main screen, click on start--all programs and cursor down to the Roxio Creator program that was pre-installed on your computer. See if on that listing there is a sub-category program for "Sound Editor". If not then you most likely have a watered down version of the retail version of Roxio's program that does not include it.
