I just recieved a copy of Roxio Creator 10 Premiere and #45;Ultimate Burning/Authoring with my new Dell Laptop and I have a couple questions concerning its use. First off the OS is Microsoft Windows Vista SP1 Home Premium 64-Bit Edition and since I recently had issues in upgrading my VHS to DVD to Roxio Creator 2009 and the use of the Video Capture USB Adapter what kind of problems should expect with the Dell "Product" and can I use the USB video Capture Device with the new program?

If the program/s came free with the Dell PC,. they are watered down OEM versions. No where near a Full Retail Suite, that's why they come free...

If you have Creator 2009 as you said, there's absolutely no point in installing the cut-down Dell version from the previous year.

Creator 10 DE is from two years earlier than Creator 2010 [despite its confusing name], and is only a pale skeleton of the suite with most of its "bits" cut off.
