when I type in the License CD-key, It is one digit short. So it will not let me complete the installation. I called a Roxio num ber, it wanted to charge me $1.something per minute.

Basically what this means is you are missing one character or have incorrect CDkey. You have following options

1. Submit a support request along with P.O.P.
2. If you have registered the product under "My Roxio" account, you have ability to check if the CDkey is present.
3. Consider upgrading to a newer version.

So, how do i do either option 1 or 2?
