Is there a way to extend the length of a video clip? I'm using VW7.5 (I have access to VW9 as well). What I'd like to do is either freeze the last frame of the video clip before transitioning to the next panel or slow the frame rate down (ie. slow motion). Any techniques or ideas?

You could do either.
To freeze the frame, you'll have to right click on the video in the Media Selector and choose Extract Image. That will give you a picture that you can insert as the last frame. Of course, getting exactly the correct frame can be difficult.
Slowing the frame rate down is probably easier. Switch to the timeline view and do a 'split' where you want to start the slow motion. ( I'm assuming that you've already got the video split where you want the next panel to start).
Click on the video that you want to make into slow motion. Click on the pencil icon and choose Adjust OR right click on the video and choose Edit\ Adjust. At the top of the box that pops up will be a 'speed' adjustment.
There are other methods too. You could insert a color panel (black is good) and have the video fade in and out of black using one of the transitions. Or insert text on the color panel to explain the next video scene.
