I suspect it will be using a File System of UDF. Try it with a disc that doesn't work and see what changes.
If it is File System, you need to set that before you burn under Files – Project Properties UDF – No Bridge.

I noted that Joliet was used as the File System.
I should also ask you what is the intended outcome for these - Data? DVD Movie? DVD Music?

I have not made another yet because I am not sure I know where all the settings are, In toast I had no setting options the disk just worked fine with the default (data-"mac & pc compatibility"), I was hoping the manufacture had a similar default on the windows platform.
my intent with this disk is DATA I just want the volume to show up so I can select files off of it thats all NOT a video disk.
sorry if I am not being clear enough, I'm very new to theese different media formats, very confusing.
thankx

I suggest using RW media while testing so you don't waste media.
I think Classic is what you want to use, set to Data Disc. Under File – Project Settings – General tab, you can set the File System to Joliet and designate the disc Volume Name.
Add your files to the project window then click Burn. When the Burn window appears, expand Burn Options and make sure Read-Only disc is checked.
Burn and see if that won't do the trick for you.
Note that if this works, you may want to try setting the File System to UDF – No Bridge and see if one will work. UDF will allow longer filenames and deeper directory structures than Joliet. I am guessing it will still be readable as all DVD Movies are formatted in UDF.

Your friend is correct that the setting is controlled through the burner's firmware and not all burners even have it. It is then activated through special software before the burn takes place.
To be honest, I still do not understand why you want a Data disc for an X Box??? How is it used?

Try this: Open MyDVD and select a No Menu DVD Project.
Add one of you AVI files and burn it to an RW disc.
See if it works.

here is the website

I actually prefer the compressed media to a dvd movie. I think they are ideal for backup and everyday play. An xbox is priced competativly with a dvd player, but it can do so much more... thats a whole other topic.
