I have inserted a DVD-R in the drive.  I have ejected it from the Drag to disk format but when I try to actually drag to disk it doesn't recognize that there in fact is a disk in drive d.  Earlier tonight I found an article here, somewhere, ( which I can no longer locate) that suggested uninstalling RXsomething.  I did that and no change.

Dell Dimension 4300 series Pentiur 4 Processor at 1.7Ghx
256MB SDRAM
64MB NVIDIA  GeForce2 MX graphics card with TV-out 64 NVMX
40GB hard drive
24x/10x/40x CD-RW Drive

Do I need a DVD ROM Drive?

Based on what you listed (actual brand/model would be helpful), your drive will only burn CD discs. To burn DVD discs, you need a DVD Burner drive (not the same as a DVD-Rom drive).
