Because that is the amount of data that a 4.7GB disc will hold.

A more detailed explanation but the same fact as above.
These are old definitations, before the standardization.
Single layer DVD = 4,700,000,000 bytes.
1024 bytes = 1 kilobyte, so 4,700,000,000 , 1024 = 4589843.75 kilobytes.
1024 kilobytes = 1 megabyte, so 4589843.75 , 1024 = 4482.27 megabytes.
1024 megabytes = 1 gigabyte, so 4482.27 , 1024 = 4.377 gigabytes.
Most burn programs limit to 4.35GB = 4.464MB. That gives a 18MB safe zone on the outer edge of the disc.
That's where over burn comes in with some programs.

Thanks for the more detailed explanation. You are correct about the safe zone on the outer edge of the disc. The outer edge is the area that can cause problems, especially in video work, if brand of disc you use has some rough edges.
