I backup the C: partition and System State. The operation completes with erroros. The report says "Unable to create a snapshot (shadow) copy of files that may be in use, reverting to no snapshot backup. (8007139F) : The group or resource is not in the correct state to perform the requested operation."

It did not do this until I reinstalled it recently when I changed hard drives. What does this mean? What are the consequences for restoring?

What backup are you using. I use Backup MyPC all the time for full backups and have never seen this message before. Are you using Roxio Backup? If so, you might want to try Backup MyPC. It is a much better true backup software.
