As a test choose Save as Disc Image from the File Menu instead of clicking the burn button. Then burn the resulting disc image using the Image File setting in the Toast Copy window. Does this work?
I'm just a fellow Toast-user so please don't blame Roxio for any misguidance I may provide. And do let me know if your issue gets solved. Cheers from Eugene, Oregon!

Something is preventing the drive from starting to burn the DVD. It could be a failure of the drive. It could be the media, but you say you've tried different brands. It could be a problem with the OS. I presume you've tried burning at the slowest speed (rather than Best).

If you have a friend who has an external Firewire drive, borrow it and see if it works on your Mac. You also could get a laser cleaning disc to see if that helps. It's really hard to diagnose these kind of problems.
