Burning Speeds DVD-R

I am using Toast 7.0 on an iMac G5 with a superdrive. I have a question about burning speeds. I'm using TDK 16X DVD-R discs to copy a soccer match I recorded with my stand-alone DVD-recorder. When I drag the AUDIO_TS and VIDEO_TS folders (extracted with MTR) into Toast (Data setting>DVD-ROM), I see speed options. I dragged to 4X since the person I am sending the copy to has a DVD player that doesn't work well with discs that are burned at 16X. But when I dragged the dropdown to 4X the options automatically changed to BEST SPEED or I could dropdown to 1XDVD or 2XDVD. I burned with Best Speed.

But I'm wondering if someone could explain what happened here. Can I control the burn speed? Should I have done something different to burn at 8X or 4X? Is there a standard speed for Best Speed or should I have chosen 1X or 2X?
