Yes, Toast can use Joliet. In the Data window, with ISO 9660 set, is a Select button, which brings up new ISO 9960 window with 3 tabs: Files, Layout, Settings. In this Settings pane, you may specify the extensions to the ISO 9660 file system. Joliet is grouped under Naming, as it relates to file names.
If you copy a physical disc directly to an image file (Copy window), then Toast will copy that disc as-is, which whatever filesystem and specification it has. Note: For multisession discs, only the first session will get copied this way; in that case it may be better to do a Finder copy of all sessions and make new image as single session.
