"Must reboot" message - Install of Content

I upgraded from EMC7 to EMC9 but I didn't uninstall EMC7 before I installed EMC9.  I was having problems in EMC9 so I decided to uninstall everything and resinstall.  I removed Roxio registry entries too.

The resinstall of EMC9 went well and I rebooted.  Then I tried to install the Content but I get this message:
"You must reboot after installing Roxio Easy Media Creator 9 before you install Content".  

So I rebooted again and I get the same message each time I try to install Content.

Open Creator Classic or Media Manager, in EMC 9, close out of it, reboot, and try to install the Content Disk, again.
