I transferred and toasted two 1 hour programs to a single DVD with a menu. When playing back the DVD, the first selection has only 1 chapter while the second has 12 chapters (a mark every 5 minutes). I have tried switching the order in the burn and the 5 minute chapter marks follow the title regardless of segment burn order. Why does one have only 1 chapter while the other has 12? Personally, I like a default chapter every 5 minutes. It would be nice to have a way to specify the interval. Any ideas?

Toast automatically adds chapter markers every 5 minutes when it multiplexes or re-encodes existing MPEG video files that do not have any existing chapter markers. If Toast sees existing chapter markers then it uses those instead of adding its own. A chapter marker might occur where there is a time code break in the recording. So my guess is something happened during the original recording of that one video that created a time code break which Toast is interpreting as a pre-existing chapter.
I'm just a fellow Toast-user so please don't blame Roxio for any misguidance I may provide. And do let me know if your issue gets solved. Cheers from Eugene, Oregon!
