Did we lose the ability to create chapters in dvd productions with video 8? Do I need to reinstall v 7? Thanks tj

No I don't believe you have to uninstall version 7.0 unless you want to.
Have you applied the 8.05 update??

Launch MyDVD
Add a video file
RIGHT click on the thumbnail
Select 'EDIT CHAPTERS'
From there, it works just like version 7. A submenu with the 'chapter' thumbnails will also be created.
