The Toast 8 page says "NEW! Custom DVD menu backgrounds"
So does Toast 8 just have some new designs, or is there any improvement to the DVD Menus, like sound or animations?

In Toast 8 you can set your own custom background with any image you like.  You can also change the number of buttons and button highlight color.

There is no support for motion menus or audio.

I'm taking this to mean you can do this with in the program, rather than by editing a Photoshop file?

Yes, that can be done in the program.  If you want to change fonts, sizes and other advanced things, you would still need to edit the PSD.
