Low quality burning issue

I get a compressed looking movie when burning either high quality mpeg's, mpeg 2, or quicktimes ..all 720 x 576, and with the encoding turned right up, (9mb max bit rate, 9mb average bit rate, no reencoding).
Could you please tell me what im doing wrong?

If Toast is not re-encoding the MPEGs then it is doing nothing to the picture quality of the source MPEG. I don't know what you mean by compressed-looking movie since all MPEGs are compressed video, but maybe the problem is that the media you are using is not being read properly by the DVD player. Try a different brand of blank media.
