I am not quite sure what you are trying to create, is it a slideshow made of of photos or are you using video clips?
A title on the menu page is not a chapter. The title is made up of photos and/or video clips. This title can then be "sub-divided" into chapters. Is that what you want to do?

I made a slide show with pictures and video clips from my digital camera. I just want to mark the chapters so that on the menu you can select a "picture" and go to that part of the slide show. Also when I click the burn button an error pops up "project is empty" but its all right there. Thankyou for helping me!

Open your project in DVD Builder and look at the drop down menu in the very top right hand corner.
Does it say Intro or Title Menu 1? I suspect it's going to say Intro and that's why you're getting the Project is Empty message and are unable to select chapters.
To easily get the pictures where they need to go, you're going to have to do a few things ( or start over ).
First, select Title Menu 1 from that menu. Now select Add Title and put a picture there ( you can take it out later).
Now switch back to Intro. Hold down the Ctrl key and with your mouse, click on each picture and transition so that they are outlined in orange. Then do a Ctrl + C to copy everything.
Switch back to the Title Menu 1, click on the # 2 box and do a Ctrl + V to paste the pictures and transitions. Once you are sure everything has been copied correctly, go back to the Intro and from the top menu choose DVD Menu. At the bottom of the menu is Remove Intro Title, select that.
Now you should be able to choose Chapters.

You're welcome.
Thanks for coming back and letting us know it worked. I was worried that you'd left and not come back to check for more comments.
