2 Layered Menu won't work

When creating a DVD of many episodes, the 3 rd menu deep will not let me select the titles (only the back / menu buttons funtion correctly). Left and right buttons behave the same as up and down. This happens in preview (on my PC) also (although I can hover and click to make it work which is impossible with a DVD remote / player)

The 1st and second page of menues work fine. Any ideas?

Need more information. Is this a continuation of the MAIN MENU or chapter menus? How are you creating all these menus?
