Not sure how exactly to describe it.  Basically it's like if you blew on a microphone though the normal audio does play.

I'm capturing with cyberlink powerdirector in MPEG2 and converting with MyDVD(codec doesn't make a difference).  Other converting/encoding programs do not have this problem.

Drivers are up to date.  I couldn't find much searching except one topic about static where the only suggestion was to set audio hardware acceleration to None but that amplified the problem for me...
