I have installed the RC 9 from a download. (I had some issues and had to do a clean reinstall.) Do I need to also install what is in the Roxio Content CD9 sui file? What functions does this file add to the program?

It's not required, so it depends on what you are going to use the suite for. It adds additonal things like Menu themes in Mydvd, overlays & special effects in Videowave, project content in Photosuite (just to name a few).
