I have 2 files that are a bin file and a CUE file. I want to burn it to a DVD Data disc and make a ISO image or file on it so that when I put it back into my drive, it will be able to install. How do I do this with Roxio Creator Basic v9?

Where did you get the files?  I am not sure that EMC 9 can do it.

Hi , no EMC cannot convert from bin to ISO, use this tool (it is free) to convert to iso then use EMC9 to burn them

PowerISO 3.6

PowerISO is a powerful CD/DVD image file processing tool, which allows you to open, extract, create, edit, compress, encrypt, split and convert ISO files, and mount these files with internal virtual drive. It can process almost all CD-ROM image files including ISO and BIN. PowerISO can be used easily, which support shell integration, context menu, drag and drop, clipboard copy paste.

If you want to try it with EMC 9, you should be able to burn the bin/cue image to a disc using Disc Copier. At least that's the way I'm reading it from the supported files format page.
