What are the MPEG-2 export options?

What do the MPEG-2 export options equate to in terms of resolution, frame rate, aspect ratio, etc.?

For example, what does "Video=HQ" and "Encoding=Better" translate to?

How can one determine the qualitative parameters of an existing MPG file?

What program/version/sub version are you using?
PC Windows 7 Ultimate 64bit

Frame rate will always be 29.97 fps for NTSC and 25 fps for PAL. Aspect rations will always be 4:3 if MyDVD must reencode the files.
