It sounds like you have your .HTA file extension associated with notepad instead of the Microsoft HTML Application Host.

Can you follow these steps to re-associate your .hta files:

1. Open Start->My Computer
2. Select Tools->Folder Options
3. Go to the “File Types” tab
4. Select “HTA” in the Registered File Types box
5. Click the “Change” button and confirm “Microsoft ® HTML Application Host” is selected.
6. Click Ok and then click Close on the Folders Options dialog

hmmm, shows up here.  What version of Windows are you running?  I'm running WIndows XP ... may be under a different name in different version of Windows?
