I have a non-copyright DVD movie and I'm allow to copy it for free distribution, the problem it has, is the background music, it's distracting and old and I wanted to remove it so that the voices can be better understood, I have EMC 8 deluxe, thanks

EMC  cannot remove only the music and still keep the voices since everything is on one audio track. There may be software out there that can do what you want but I amsure it will cost more then $100!
