Drag-to-disc: Failed To Rename Disc

Windows XP

Whenever a non-admin user attempts to rename a disc from drag-to-disc, a dialog pops up with "Failed to rename disc." Administrator has no problem however. It seems like a permissions issue.

Can anyone provide assistance?
