I just bought a new computer (Vista and Roxio Creator DE) and need to transfer some files (mostly MS Office, Publisher) from my old computer which was running Windows ME and Roxio Easy Creator 5. I copied the files I want to transfer to a CD-RW but my new computer can't read them.

I would guess that you used DirectCD on your ME computer. You need to use the Easy CD program instead and create a Data CD, Finalized.
After copying the files you can erase and reuse the CD-RW's until you have completed the transfer.
