I was able to correct the "Certificate File Missing Or Corrupt - Please Reinstall" by doing a "repair" through add/remove programs.

Control Panel -> Add/Remove Programs -> Roxio EMC9 -> Repair

Worked for me... Uninstall / Reinstall seems to create other problems from time to time.
