Seen this a couple of times. Either the Windows Installer or the Install Shield utility are corrupt. Here's an article on InstallShield at :

http://consumer.installshield.com/kb.asp?id=Q108158

Reinstall Windows Installer at :

http://www.microsoft.com/downloads/details...;displaylang=en

Probably screwed up by a Windows Update. Worst case scenario is to rename the Windows Update directory after killing the process and rebooting.

The Roxio EMC 9 KB article to uinstall EMC 9 is here (and I'm not suggesting it will solve your problem):
http://kb.roxio.com/content//kb/Creator/000127CR

Unfortunately, you can't find it when searching, I got it from a tech (I found more and other things to delete and uninstall, but it's a good start and supported)

Keywords: uninstall EMC 9 Easy Media Creator 9 registry file system knowledgebase KB knowledge base

Maybe that'll help make it findable.
