Perhaps because it isn't required at that point?
If the disc is already formatted it shouldn't need re-formatted

Seems to be a hit or miss item in V9 D2D??? Tips & Tricks
Some users can't get Quick Format to work even though their drive is capable. Others cannot get Full Format to work!
Are you actually having any problem with it using Quick Format?
