Selective video blocking

How does one selectively block out portions of a video, e.g. blocking or obscuring a someone's face in the video.

I have tried everything that I know of, e.g. overlays, but can't seem to be able to do it.

I know this can be done in Premier Elements 3

If you are talking about a person that is MOVING, no it can not be done. Videowave doesn't support keyframing individual objects like track matting.

OK, how about dropping an overlay onto a set of internal frames. I can't seem to find the right formula to do that either. EMC keeps asking me if I want to make it over the entire production which is fine as long as there is no other editing which impacts the timeline

That should work fine as long as the person isn't moving.
