Is it possible to extract the audio sound from a DVD and burn it to a CD with Toast and if not what software is available for a Mac to do so?

You can do this with Toast assuming the DVD is not copy protected.
Either insert the DVD or - if you have a VIDEO_TS folder on your hard drive - place the VIDEO_TS folder on the desktop. Select DVD video as the format in the Video window and then click the Media button to access the Media Browser. Choose DVD with the top button. Your DVD will appear below. With the lower button choose either the title or chapter level of your DVD. If you choose the title level you can extract the video as one file. But since you want the audio you might instead choose the chapter level to extract chapters as individual files. Select the files you want and drag them to the video window.
Once the titles or chapters are extracted you can select them in the Video window and click the export button. There you'll see options for various audio formats to extract the audio tracks.
