I have just upgraded to Roxio 9 because I am now using Vista. In my old version of Roxio, the track marker ran vertically down through the right and left channels. This made it very easy to see where each track ended and the next one started. In Roxio 9, the track marker only appears at the very top of the editor which makes it very hard to tell the exact location. I realize I can click on each track which then grey's out the area of the track, but still more difficult and slower to detect the location than the previous version. Is there an option in Roxio 9 to extend the track marker through the entire track?

No, but you can use the zoom tool which does make the mark easier to see and adjust.
