Is there any way in DVDit Pro HD, to set user restrictions (Which buttons that are allowed to be pushed during playback of video/menu items)? In Sonic Scenarist there's UOP options for each PGC, but I can't find any information about this in DVDIt.

I don't believe DVDit Pro HD offers extensive access to UOPS 
For SD DVD, you can author to DVD Folders, and then use free tools like IFOedit or PGCedit to modify the UOPS.
