As a general rule, there is no trouble importing VOB files from a DVD into VW Version 7 (vob files are usually mpeg2 files). It will not import copyrighted movies.

Now that's not a 100% guarantee because one person I've talked to had a DVD written on a DVD recorder that could not be imported. Also, I think some newer camcorders write mpeg4 files instead of mpeg2 to a DVD and you need the proper codecs installed to import them.

VW 7 is an upgrade of Movie Creator and both write video .vob files to a DVD that can be played on most DVD players and computers.
