computer freezes no shut down and all files do not open

ANY help PLEASE - have installed emc9 onto new vista laptop NOW = computer will not shut down nor will any of our other programmes open ?

Thats pretty skim on details. I can think of plenty of reasons why windows might not shut down. What if you manually restart it and then do a clean install?
