Two installation discs came with package. No Quick Start Guide.
One disc is named, PROGRAM. The other, CONTENT.
I insalled the Program disc. But when I put in the Content disc, it does not autorun. I have to open it through Windows Explorer. Seven icons appear, One being "Setup". Is that the one I should use?
Am I installing the discs in the correct order?

In reverse order
Yes - that's the right sequence
Content doesn't auto-install - run setup.exe from the CD
