When I try to run the install.exe, it keeps telling me that there is the error 000D. Upon researching the internet, it appears the only thing that I can do is ask for a refund. Is this true/Is there a way to fix this so that I can get my program to work?!

Don't know what that error is.  Does your computer meet the minimum specs for running the software?  List them.

Is the Program disk clean?

My computer is a new T60p Thinkpad laptop. It has 2 GB RAM, and ~56 GB of Hard Drive Space free.

There appears to be nothing wrong with the disk.

Just to make sure copy the disc to your hard drive and then install from there.  If it won't copy, there is something wrong with the disc.
Regardless of what I say about computer maintenance, there is no need to defrag a solid state hard drive.
