Is it possible to act a picture clip on top of video?

The title says it all.  I try to achieve something like to add a conversation bubble with some texts in it to make the video more interesting, is that possible.  The bubble doesn't need to be animated.  In other occasions, I may want to create a circle to highlight a person within a group in the video.  In this case, a circle with fading effect will be nice.

Look at the overlays.  You can do what you want with them and transparency settings.
Regardless of what I say about computer maintenance, there is no need to defrag a solid state hard drive.
