I am in Region 1 (USA) and want to burn DVDs for Region 2 (UK). Can Roxio EMC 7.1.1.189 do that??

It all depends what you mean. The DVD's that you burn with any software like this, are region free. What I think you are talking about is can it burn to PAL, and the answer is yes.
