When I plug in the Dazzle Video Capture Device I get the message "The file 'emAudio.sys' on Dazzle DVC90 Driver Disk is needed."  The Install disk with the EMC 9 does not have this driver on it.  I tried downloading the PCLEUSB2.exe driver but get the same message.  Any ideas?

It should work with the file you have. You might go here and download the latest drivers for it.
Go to Device Manager,Sound and uninstall the 2 entries for the Dazzle. If you've installed drivers also go to Add/Remove in the Control Panel and remove those.
Now unplug it and reboot.
After the reboot install the PCLEUSB2 drivers and reboot.
Now try plugging in the Dazzle and see what happens.
I have it working under both XP and Vista.

When you install the drivers you should get 2 entries in your Sound category. One says Dazzle Video and one says Dazzle Audio (the names could be slightly different).
I'm not at that machine or I'd show you a screen.

thank you for all your help.   I am able to get in and successfully import video off my VCR.  Now my issue is the Roxio EMC9 continually freezes up when I capture and stop a video more than 2 times.  I have to get out of the app and sometimes even restart the PC.  Any thoughts?

Hmmm, not sure about that one.Are you saying you start the capture, stop or pause it,start it again, stop it again and then a freeze?
I've never captured that way so I can't say for sure.I'll give it a try but I'm gonna be gone for a couple days.

Are you capturing as AVI or mpg2?

While he is gone, please add your computer hardware specs to your signature.  Go to My Controls near the top of the page and then when the window opens, look about halfway down on the left to edit signature.  Put your specs there and save it.  Those specs will show up in all your past and future posts.  Doing that eliminates a lot of questions about the capability of your computer to handle the capturing and encoding.  Make sure you include you video card/chip information.

Use Belarc Advisor if you don't have your specs handy.
Regardless of what I say about computer maintenance, there is no need to defrag a solid state hard drive.

Even though the OP hasn't been back in a few days I tried this anyways.
I was able to start and stop the capture 4 times in a row with no problem.I'm capturing off satellite not VCR but it still worked.
There is no Pause in the process so you have to stop and start again.A new file name is created each time unless you choose to name it the same and overwrite the existing file.I let it create 4 seperate files.
I think a repair of the installation may be in order.
