I'm capturing video from a Sony Handicam digital 8mm camcorder via firewire. The desired end result is to get all of this put onto DVDs. That being said, for DVD quality purposes, should I be capturing to DV or MPEG-2?

Yes!
DV AVI uses no compression, is easier to work with in the editor but creates huge files!
Thus it is capable of the highest quality potential…
MPEG-2 will be compressed, uncompressed and compressed again every time you dabble with it. The files are smaller but because of all the compressing/un-compressing long video clips tend to bog down in the editor.
The 'quality' should be less, in theory, but I have never met anyone who can honestly see a bit of difference on a TV at 12 feet…
Try both and see which one works for you.
