Need to blur out a face...HELP PLEASE

Is there a way to blur out somones face in a video?  For some unknown reason, I have some wedding footage and the bride is asking that I blur out one of the guests face in the portions.  

I want to do a similer blur like u see on television when they blur out a name on a shirt or a license plate on cops...etc...

Unless there is almost no movement of the person during the video, its impossible or at least extremely difficult to do this with this software. Every frame where the face appears would have to be edited.
